(1) According to sub-rule (1) of Rule 21, when any matter is submitted for the decision of the Council of Ministers, the Secretary shall take the approval of the concerned Minister, prepare a number of proposals as determined by the Council of Ministers and send them to the Secretary of the Council of Ministers along with his signature.
(2) The Secretary of the Council of Ministers will check whether the documents sent with the proposal according to sub-rule (1) are legal and sufficient, and if they are not legal or sufficient, they will be made regular or sufficient.  Addition by Fourth Amendment.
(3) According to sub-rule (1), the proposals received by the Secretary of the Council of Ministers shall be submitted to the Council of Ministers for decision after determining the order of priority under the direction of the Prime Minister.
